This year it is 60 years since establishment of the Council of Europe. Institution that has been set-up to protect us from another return of the Nazi regime. We are marking this 60 years in very specific way, just like a comeback of Adolf era - together with Hitler like genocide practice - something against what this institution has been set-up. The institution that has been created after taking vicotry on the Hitler regime is completly paralised and not able to take any real actions to counter this dangerous practicies. Just like League of the Nations was before the world war. It is very sad aniversary and my case is best illustration of it...

Well, the expenses list scandal has just exploded and people understands on what some was spending money and who in fact is on this list. They are cutting some heads in so called gesture of appology just like in United Kingdom first with Minister of Justice and then with speaker of Parliament or in Israel with the so called point man on Iran, but this does not change my personal situation even by single yota. And i even does not know if correct persons was blamed as in past they usualy blamed just indesirables. Anyway, damages has been already done and they are devastating, not only for me but to liberty and democracy in Europe... And well, nothing has changed in the United States regime. Still this same overcompromised people and this same hunt going on...

Well, they say that this time it is Arnold that will be going to defend a public money from this evil Radosz and his crowd. Very specific way of power-sharing Mr. Obama. Nothing surprising as McCrysthal was a Cheyen guy - linking in perfect way Obama cultists and neocon. But i think that honor will win there, as there is nothing to gain for Mr. Schwarzeneger on such specific deal. While active resistance can bring him just to the fotel in the Ovaloffice. And even before a standard 4 years time. I think that by saying about 'deficit' he also think about all this people that has been put on the 'exspense list'. And this Grizlii bear on back of him is this same from Tegoborze omen that in his very sophisticated way is making second trip to Europe. To celebrate DDay - but in the Olympic style, just like a come-back of our old family friend.

And you my reader; for first just remeber that we are not talking about public money if it comes to the Holocaust era stolen properties or my three centauries old fraud. This stolen properties and legacies of so many Nazi victims and their families whatever from the Eastern Europe or even here from Belgiqum are in hands of private persons and it have nothing to do with public spending. It is one big lie. And please keep in your mind, our Nazi fine art collector that on each piece of this stolen arts there was 2 murdered souls of innocents. Very often jewish but not only, as it was also Roms and other ethinc groups that has been exterminated this way. Who and what are you defending??? Does they live in such mysery as we? I would like to talk but not about Tusk rancho but better about Radosz manor-hours from Alexander Fredro Maidens' Vows, or the Magnetism of the Heart' or fate of other properties including a state of cathedral at Wawel where you are going to celebrate your 4th June mass in time when in Warsaw they will inaugurate Crucifix on the Pilsudzki square. You, together with our modern bishop St. Stanislaw - Dziwisz - just like this one from time of King Boleslaw Smialy and Chancleror Radosz - will be marking it in so shamefull way.

And instead of serious talks about our legacy and heritage i hear from them that my case can be perfect example why drug possession should be criminalised... Well, next Saturday some people from Obama uberagency will lead a march in Warsawa, that i have orginated after beign throw out of my high-tech job at polish telecom. Reason? Well; i have stated that i do not understand why while i am dealing with top digital television projects in Poland, have a job and life as any normal citizen i am treated by my country as criminal - for smoking a joints. Next day after emission of this TV show i have been throwed out of this job... Soon organised first march with around 1000 people joined us spontaneusly and started to lead this fight not only in Poland but also in Europe and outside... Until Uberagency has demolished us and infiltrated also this sector...

But lets go back to the Council of Europe. Well, it was just after our split with Melanie, i was completly crashed also by the mystery surrounding this fameous night of 2 April 2005. Myster that at this point was completly incomprehensible and which i have solved after the years. But still not giving up. Soon i have managed to do real miracle. Thanks to my past work i have been invited by Pompidou Group of Council of Europe to their decisive meeting on recomendations against drug testing in schools. Pompidou Group is an inter-govermental group inside of Council of Europe that is dealing with drugs issues. Usualy they does not work with civil society. It was first time and it was i that have been invited. Into real hell...

The recomendations was great and you can find it together with my speach at the end of this post, but what drug testing producers - mainly Isreali Identa - did around our work was simply horrific. They was trying to bribe me and when i denied. They was trying to threat me and not only by words. The guy that has prepared this recommendations has not showed up - just on the eve he had a car crash and landed in hospital. The people - heads of anti-drugs offices from various European countries was terrorised as I. Still we was resisiting and has prepared this recommendations. Then they has pressed head of the Pompidou Group - old time veteran - Mr. Bob Kraiser and forced him to go on early retire. For years all work on this recomendations has been frozen and the cooperation in this regard between Council of Europe and civils society has been cutted-off. When it comes to police buisness, social control and stealing public money it is always ethics that is damaged at first point. And drug testing is a huge buisness itself...

Groupe Pompidou

The Co-operation Group to Combat Drug Abuse and Illicit Trafficking in Drugs (Pompidou Group) in an inter-governmental body formed in 1971 at the suggestion of the late French President Georges Pompidou.

Initially, this informal forum consisted of seven European countries – France, Belgium, Germany, Italy, Luxembourg, Netherlands, United Kingdom – looking to share their experience of combating drug abuse and drug trafficking. At present the Pompidou Group comprises 35 member states.

The Pompidou Group’s core mission is to contribute to the development of multidisciplinary, innovative, effective and evidence-based drug policies in its member states. It seeks to link Policy, Practice and Science and focuses especially on the realities of local implementation of drug programmes.

In addition, the Pompidou Group undertakes a bridging role both between EU and non-EU European countries and towards neighbouring countries in the Mediterranean region.

Because of its links with the Council of Europe it also ensures that policy recommendations are consistent with public policy as elaborated in other fields of Council work, such as public health, social cohesion and penal policy, with particular emphasis on ethical issues.

Well, when i hear such claims like this from Tusk people. That my case is best ilustration why drug users should be criminalised i realy think that they have serious mental ilness. No it was not drugs but your secret services and your idiotic policies that has crushed my life and you are well aware about this. Every day i need to face chellenges to save my life. And i am just continuing the protest that i have started after they has throwed me into prison. For one joint.

In Poland, until 1997 possession and even growing for personal use was not punished. In fact until 1986 there was no drug law at all. And the problems we have with drugs now and 12 years ago are just incomparable - with more that 100 000 cases that are just chock up our judicary system and are marking a criminals from people that othervise does not have any problem with law enforcment or are just like a sick - seriously addicted. Still we are far away from the United States where in prisons you can find 1 000 000 people beign in the private jails for drug possession. But there is a limit for a probation - people are going to courts for second and thrid times. Each year. In the country where about cannabis in particural such poets has wroten that Adam Mickiewicz in 'Mr. Tadeusz', Sienkiewicz in 'Flood' to not mention Witkacy...

No it is not my fault for beign in such situation but rather drug policy and secret police operations that has just crashed my and others wrok and also private lifes... It is tyrany over our free minds and choices done by people that are so often overusing drugs - in particular cocaine - themself. But in the corridors of their power houses and gouvermental offices...

And no it is not accident that Melanie mother was working as DuPont director in Scandinavia. It is DuPont that started drug war in United States and it is DuPont that profits from it and defend it. Infighting freethinkers from all over the word. Under every pretext, so often just a joint...

Happy birthday Council of Europe on Saint Job day... It is so funny that in Poland we still suffers from this Clinton heresy while, also with me help, in Russia they has depenalised possesion for personal use some time ago...

Dear experts and members of Ethical Platform,

Thanks very much for this opportunity to speak on the subject of drug prevention and drug testing in schools. I represent the European Coalition for Just and Effective Drug Policies - ENCOD, a platform of more that 100 organizations from Europe. Our members represent citizens who are either directly or indirectly affected by drug policies, as users, relatives of users, health agencies, research institutes, policy think tanks, prevention workers, activists and others.

Therefore I would like to present our views and opinions on drug abuse prevention and especially random drug testing in European schools.

Drugs of all sorts abound in our society. We are constantly confronted with a wide variety of substances that have recreational and medicinal uses and that can be purchased over the counter, by prescription, and illegally. Its important to note that many of them can and are used by people without making problems to themselves and society.

However, increasing drug use between young people and mass-media hysteria is sometimes leading decision makers to look for easy answers. Instead of trying to understand problem and find best solutions, usually under heavy lobbing, they are taking easy one, like drug testing. In past we had observed many attempts in different European countries to introduce random drug testing in schools. Fortunately they was usually dismissed because violation of constitutional rights to freedom and privacy.

For the safety and well being of young people, it is crucial to develop programs that effectively address drug use. But as scientifically evidences, from countries that implemented random drug testing in schools, shows it does not effectively reduce drug use among young people.

We believe that to be successful, drug abuse prevention programs must be grounded in research, compassion, and health. They must also promote trust and honest dialogue between adults and young people.

Why we say no to random drug testing

There are many reasons why we say no to random drug testing in our schools. Most fundamental is that, as many experts agree and all research on this topics shows, there is no scientifically evidence of effectives in reducing number of drug users. Instead of providing solution this strategy is leading to many problems and through this is counterproductive and do more harm that good. It costs a lot, leads to invasion of privacy and can undermine relationships of trust between students and teachers and between parents and their children;

Drug testing is expensive, taking away money from other, more effective programs that keep young people out of trouble with drugs. As data from United States shows drug testing costs schools an average of $42 per student tested, which amounts to $21,000 for a high school testing 500 students. This figure is for the initial test alone and does not include the costs of other routine components of drug testing, such as additional tests throughout the year or follow-up testing for positive results.

The cost of drug testing sometimes exceeds the total a school district spends on existing drug education, prevention, and counseling programs. In fact, drug testing may actually take scarce resources away from the health and treatment services necessary for students who are misusing drugs – seriously undermining the original purpose of the drug test.

Drug testing can result in false positives, leading to the punishment of innocent students. Over the counter decongestants may produce positive results for amphetamine. Codeine can produce a positive result for heroin. The consumption of food products with poppy seeds can produce a positive result for opiates.

Additionally, because marijuana, which is relative harmless and most popular illicit drug, but is the most detectable drug, that can be detected even month after intoxication, students may switch to drugs they think the test will not detect, like Ecstasy (MDMA) or inhalants. Knowing alcohol is less detectable, they may also engage in binge drinking, creating greater health and safety risks for students and the community as a whole.

In addition, students can outsmart the drug test. Introduction of such tests is leading to growth of anti-test market. Students who fear being caught by a drug test may find ways to cheat the test, often by purchasing products on the internet. A quick search on the Internet for “passing a drug test” yields over 80,400 hits, linking students to web sites providing information on how to pass drug test or selling drug-free replacement urine, herbal detoxifiers, hair follicle shampoo, and other products designed to beat the drug test.

Drug testing says very little about who is misusing or abusing drugs. Hundreds or even thousands of students might be tested in order to detect a tiny fraction of students who may have used the drugs covered by the test. Additionally, students misusing other harmful substances not detected by drug tests will not be identified. If schools rely on drug testing, they may undervalue better ways of detecting young people who are having problems with drugs. Most often, problematic drug use is discovered by learning to recognize its common symptoms. Teachers, coaches, and other school officials can identify students with a drug problem by paying attention to such signs as student absences, erratic behavior, changes in grades, and withdrawal from peers

There is of course much more arguments against drug tests that you can find in booklets I gave you. But even this few shows that such strategy is ineffective and expensive. There are much better drug abuse prevention solutions that could be implemented.

Alternatives to drug testing

There are alternatives to drug testing which emphasize education, discussion, counseling, extracurricular activities, and build trust between students and adults. Schools and civil society should help engage students in extracurricular activities, and athletics since these are among the best deterrents for drug misuse.

Since decisions to use drugs of all kinds is ongoing, quality drug education should be incorporated into a broad range of science classes, including physiology, chemistry,

and biology, as well as psychology, history, and sociology. Drug education should avoid dishonest scare tactics, and it should also recognize the wide spectrum of drug use and misuse, and the reasons why young people might choose to use (or not use) drugs.

Schools should provide counseling for students who are using drugs in a way that is causing harm to themselves or others. An emerging model, which stresses relationships between students. Counselors who teach about drugs can remain an important resource for students after the formal session ends.

Trust and respect are perhaps the most important elements of a relationship with teens. Young people who have the confidence of their parents and teachers, and are expected to assume responsibility for their actions, are the most likely, in turn, to act responsibly. Schools, if want to be effective in this should ensure that students:

· Receive comprehensive, science-based information on all substances (including tobacco and alcohol)
· Receive help when they need it; and
· Stay busy and involved in productive activities when the school day ends.

We believe, that many members of our coalitions, because they are trusted by drug using people, could help in such hard task.
